The declaration was made on Monday during the presentation of the 2026 budget proposal to the State House of Assembly at the House of Chiefs Secretariat in Ibadan.
Governor Makinde announced that he would personally visit the Circular Road project beginning Wednesday to hear residents’ concerns and explore options including adequate compensation and resettlement.
He stressed that his administration did not carry out any new land acquisition for the project, noting that previous government records showed 500 metres on each side had already been acquired and advertised in November 2018.
The governor emphasised that the Circular Road project is about equity, growth, and shared prosperity, not merely connectivity.
“We acknowledge that progress must be people-centred. And we remain committed to ensuring that development remains fair, humane, and inclusive,” Makinde said.
Makinde further highlighted his administration’s focus on institutional legacy, shifting governance from personalities to systems.
He cited the creation of the Oyo State Accountability Commission (OYACA) and the Oyo State Rule of Law Enforcement Authority as examples of measures to entrench transparency, strengthen the civil service, and digitise government processes.
Beyond infrastructure, the governor underlined the state’s shift from a consumptive to a productive economy, emphasising the need to develop industries and explore commercial solid minerals to create opportunities for the state’s youth.
Makinde reassured citizens that the government would continue to grow, innovate, and prosper, while ensuring their participation in developmental projects.

“We have not failed you in over six years and we will not fail you now. Together, we will continue to grow, innovate and prosper,” he concluded.
