INEC PVC Registration Steps explained as Nigerians can register, update details, transfer polling units and replace voter cards through the online portal
The Independent National Electoral Commission (INEC) has introduced an online self-service platform that allows eligible Nigerians to complete the INEC PVC Registration Steps for obtaining a Permanent Voter’s Card (PVC), updating voter information, transferring polling locations and replacing lost or damaged voter cards.

The platform is part of the ongoing Continuous Voter Registration (CVR) exercise and enables first-time voters to begin the registration process online using mobile devices, including biometric capture through the INEC mobile application.
INEC extended the nationwide CVR exercise by two weeks, moving the deadline from July 10 to July 24, 2026, to give more eligible Nigerians the opportunity to register ahead of future elections.
The commission said the online self-service portal is designed to make voter registration more accessible while reducing congestion at physical registration centres.
Eligible Nigerians can complete their registration by following these steps:
Step 1: Visit the INEC Self-Service CVR Portal
Applicants should access the INEC Self-Service CVR Portal and select the “Register Online” option to begin the process.
Step 2: Create a Portal Account
New users are required to create an account by providing their:
First name;
Surname or last name;
Mobile phone number;
Email address;
Password; and
Completing the security verification process.
Step 3: Verify National Identification Number (NIN)
Applicants must verify their National Identification Number (NIN) before proceeding with voter registration.
The NIN verification is required to confirm the applicant’s identity and allow the registration process to continue.
Step 4: Complete Personal Information and Biodata
Applicants must provide accurate personal details, including:
Full name;
Date of birth;
Gender;
Occupation;
Home address;
Nationality;
Email address;
Mobile phone number;
Educational qualification;
Disability status, where applicable;
State, Local Government Area and address of residence;
Place of birth; and
State and Local Government Area of origin.
Applicants may also provide additional details such as an alias or maiden name where applicable.
Step 5: Select Preferred Polling Unit
Applicants must choose where they intend to vote by selecting:
State;
Local Government Area;
Registration Area or ward; and
Polling Unit.
The selected polling unit will determine where the voter is assigned during elections.
Step 6: Upload Supporting Documents Where Required
Applicants who need to provide additional documents can upload the required supporting materials through the portal before completing their application.
Step 7: Complete Biometric Capture
The online registration process requires applicants to capture their passport photograph and fingerprints using the INEC mobile application.
The portal provides a QR code and a link that applicants can scan or open on their smartphones to continue the biometric capture process.
Applicants are expected to follow the instructions provided on the application to complete the biometric requirements.
Step 8: Review and Submit Application
After completing all required information, applicants should carefully review their details before submitting the application through the portal.
INEC advises applicants to ensure that all information provided is accurate to avoid delays during processing.
The online platform also provides additional voter services beyond first-time registration.
Registered voters can use the portal to review previously submitted information, apply for transfer to another polling unit, update or correct personal details, locate PVC collection points and request replacement of PVCs that are lost, stolen or damaged.
For Nigerians who cannot complete biometric capture through a mobile phone or those who do not yet have a National Identification Number, INEC has provided a pre-registration alternative.
Under the pre-registration option, applicants can:
Complete the pre-registration form online;
Book an appointment for biometric capture;
Print their application slip;
Visit their selected INEC registration centre for fingerprint and photograph capture;
Track their application status online;
Receive notification when their PVC is ready; and
Collect their PVC.
INEC said the pre-registration option helps reduce the time applicants spend at registration centres because their biodata would already have been submitted online.
The system also allows the commission to better manage the number of people expected at each registration location.

The commission has urged eligible Nigerians who are yet to register, those who have changed their voting locations or those who need to update their voter information to use the available platforms before the CVR deadline.
