Soludo Seeks Anambra Assembly Approval for 2025 Budget Virement

Anambra Governor Chukwuma Soludo seeks House of Assembly approval for 2025 budget virement to address emerging priorities and economic challenges.

Anambra State Governor, Chukwuma Soludo, has written to the state House of Assembly requesting approval for a virement in the 2025 budget to adjust capital and recurrent expenditures as well as capital receipts.

The letter, read during Thursday’s plenary by Speaker Somtochukwu Udeze, cited emerging priorities, limited resources, and prevailing economic challenges as reasons for the proposed adjustments. Soludo emphasised that the move aims to ensure maximum value and impact for residents across the state.

“In light of the foregoing, it would be greatly appreciated if the draft virement for the 2025 Appropriation Bill is placed before the House at the earliest time for consideration and passage into law,” the governor wrote.

Responding, Speaker Udeze referred the request to the House Committee on Finance and Appropriation, directing it to report back next week. Plenary was subsequently adjourned to Tuesday, December 11, 2025.

Last month, Soludo presented a N757 billion budget proposal for 2026 to the Assembly, under the theme “Changing Gears 3.0: Solution Continues.”

The proposal allocates N595.3 billion for capital expenditure and N161.6 billion for recurrent expenditure.

The governor noted that the 2025 budget achieved over 60 per cent performance despite being an election year and highlighted that the 2026 budget’s N225.7 billion deficit would be financed through hybrid funding, public–private partnerships, internally generated revenue, concessions, and financial institution support.

“I want to assure you that every kobo will be prudently utilised to maximise value for the people of Anambra,” Soludo stated.
