The legislation, designed in accordance with Section 7(1) of the 1999 Constitution, grants sole signatory authority on local government accounts to the Directors of Finance and the Directors of Administration and General Services.
The Assembly emphasised that political office holders and their appointees are expressly prohibited from serving as signatories, a measure intended to prevent undue political interference.
Chief Press Secretary to the Speaker, Olamide Tiamiyu, stated that the bill seeks to enhance accountability, prevent financial misuse, and ensure strict compliance with statutory fiscal procedures at the grassroots level.
Addressing the Assembly, Speaker Adewale Egbedun said a clean copy of the bill would be transmitted to Governor Ademola Adeleke for assent.
He noted that once signed, the legislation would strengthen institutional integrity, promote financial prudence, and improve service delivery in local administrations.
The Osun State House of Assembly has recently passed other significant legislation, including the Islamic and Traditional Marriages (Registration) Bill and the Water Users’ Association (Irrigation) Bill, aimed at supporting social institutions and agricultural development.
