INEC Chairman Mahmood Yakubu debunks reports of terminal leave, chairs meeting, and approves promotion of 471 junir staff ahead of 2025 polls
INEC Chairman Mahmood Yakubu has dismissed widespread social media rumours suggesting he has proceeded on terminal leave, as he chaired the commission’s regular weekly meeting on Thursday and approved the promotion of junior staff.

The meeting, attended by top INEC officials, focused on preparations for key upcoming elections, including the Anambra Governorship election, the FCT Area Council election, and party primaries in Ekiti and Osun states.
Mr Sam Olumekun, INEC’s National Commissioner and Chairman of its Information and Voter Education Committee, confirmed that the meeting also marked the conclusion of the first phase of the 2025 promotion exercise.
According to him, 471 deserving junior staff (GL 03–06) were promoted following recommendations by the Appointment, Promotion and Disciplinary Committee.
A total of 515 staff had been shortlisted.
Breakdown of the promotion approvals includes:
- 214 staff promoted to Grade Level 07
- 134 to Grade Level 06
- 106 to Grade Level 05
- 17 to Grade Level 04
Olumekun clarified that the promotion of senior staff has already commenced and reaffirmed INEC’s commitment to merit-based promotion and staff welfare.
“This promotion is a routine exercise. We urge all staff to rededicate themselves to service, particularly with regard to elections and electoral activities,” he stated.
Reacting to claims that President Bola Tinubu had directed Prof. Mahmood Yakubu to embark on terminal leave, Olumekun dismissed the speculation as unfounded.
Yakubu’s current five-year term runs until 8 December 2025, and as INEC Chairman, he is not subject to the civil service terminal leave rule.
His predecessor, Prof. Attahiru Jega, also served until the last day of his tenure.
