Trump’s Texas Redistricting Threatens Latino Representation in Houston’s Manchester Park

Texas redistricting, GOP-led, aims to weaken Latino Democratic votes in Houston’s Manchester Park, risking loss of key representation ahead of 2026 midterms

As part of a broader strategy to secure control of the US Congress, Republican efforts to redraw Texas electoral maps are putting Latino communities in Houston’s Manchester Park at risk of losing strong Democratic representation.

Manchester Park, a predominantly Latino, low-income neighborhood located near oil refineries and chemical plants, has been part of Texas’s District 29, long held by Democratic Congresswoman Sylvia Garcia.

Residents praise Garcia as a vital advocate for their concerns about pollution, health risks, and economic challenges.

In recent state legislative moves, Texas Republicans passed a controversial redistricting plan designed to fragment Latino and Black voting blocs that favored Democrats.

This gerrymandering effort aims to boost Republican chances by diluting minority votes in key districts.

Under the new map, District 29’s Latino voting-age population will drop from 70% to just over 40%, with Manchester Park removed entirely from the district.

Democratic Texas legislator Cristina Morales criticized the move, stressing that communities like Manchester Park need dedicated representation rather than being absorbed into Republican-majority districts.

“Having Sylvia Garcia’s voice in Congress meant their struggles were not ignored. With the new map, Manchester Park would lose that advocacy in Washington — a devastating loss for a community that needs strong, fair representation the most,” Morales said.

Redistricting typically follows the decennial census, but partisan gerrymandering is increasingly used to sway election outcomes.

Both major parties have employed the tactic, though Democrats advocate for national reforms to curb it.

Congresswoman Garcia accused former President Donald Trump of orchestrating the redistricting to secure five additional Republican congressional seats amid declining approval ratings and ongoing political challenges.

“The felon in the White House wants five more Republicans because he knows his policies aren’t working,” Garcia said, referencing Trump’s 2024 conviction on business record falsifications.

Local resident Ludivina Moreno expressed concern over losing Garcia’s representation, saying, “We don’t know who we are going to get and if they are going to advocate for the community.”

Interestingly, some Republicans in the area, like 80-year-old Tommy Swate, continue to support Garcia, valuing effective representation over party lines.

In response to Texas’s redistricting, Democratic-led California is pursuing its own map revisions to gain additional congressional seats, potentially offsetting Republican gains.

Other GOP-led states, including Florida and Ohio, are also reportedly planning similar efforts.

Garcia warned, “Redistricting now has become a big power play. If we have changes to maps after every election, it will be chaotic.”
