Minister of State for Finance, Doris Uzoka-Anite, said all payments followed strict verification procedures under existing laws, ensuring transparency and protection of taxpayers’ funds.

“Every payment undergoes rigorous verification in accordance with extant laws and regulations… The Ministry acknowledges the financial pressures delays may have placed on contractors,” she said.

Local contractors, operating under the All Indigenous Contractors Association of Nigeria, have protested since 2025 over a growing backlog of unpaid bills.

Demonstrations have blocked the gates of the Finance Ministry and National Assembly, sometimes escalating into scuffles with security personnel.

In December 2025, President Bola Tinubu inaugurated a multi-ministerial committee to resolve the dispute.

Members include Finance Minister Wale Edun, Budget Minister Atiku Bagudu, Works Minister Dave Umahi, Housing Minister Ahmed Dangiwa, and the FIRS Chairman Zacch Adedeji.

The 2026 Appropriation Bill allocates N1.7 trillion for “2024 Outstanding Contractor’s Liabilities” and an additional N100 billion for “Payment of Local Contractors’ Debts/Other Liabilities.” This is part of the N23.2 trillion capital expenditure plan aimed at clearing past obligations and boosting infrastructure delivery.

The Ministry of Finance affirmed ongoing engagement with contractors to ensure all valid claims are processed promptly.
