Uba Sani unveils the Kaduna 2026 budget focused on capital projects, transparency and community-led development
Kaduna, Nigeria – 2 February 2025: Governor Uba Sani of Kaduna State on Monday presented a N985.9 billion spending proposal for the Kaduna 2026 budget to the State House of Assembly, outlining a development plan anchored on capital investment, data-driven governance and community participation.

Governor Sani said the proposal was crafted to renew, rebuild and reposition the state, stressing that the administration considered the needs of every urban and rural community in shaping its priorities.
The budget projects recurrent revenue of N734.29 billion and capital receipts of N251.62 billion, including grants and loans.
He explained that surveys on agriculture, health, poverty, GDP and malaria prevalence now guide resource allocation, providing what he described as a powerful evidence base for policy decisions.
He added that Kaduna remained Nigeria’s leading sub-national in the Open Government Partnership, having fully implemented infrastructure transparency standards to strengthen public trust.
The draft budget allocates N286.23 billion, or 29 per cent, to recurrent expenditure, while N699.69 billion, representing 71 per cent, is dedicated to capital projects. Governor Sani said the capital-heavy posture underscored the government’s commitment to long-term asset creation and sustainable growth.
Education Infrastructure and Rural Transformation each received 25 per cent of the sectoral allocation.
Health accounted for 50 per cent of the social sector vote, while Agriculture and Food Security received 11 per cent. Security was allocated six per cent, Social Development five per cent, Environment and Climate Action four per cent, and Governance and Administration five per cent.
The governor said prudent debt management remained a priority, noting that the administration had contracted almost no new loans since taking office. He disclosed that N114 billion had been spent on servicing inherited liabilities, while essential services were maintained without disruption.
On community development, he highlighted that all 285 wards across the state accessed N100 million each for community-selected projects through the World Development Priorities and Community Charter Programme. He described the initiative as one of Nigeria’s most robust participatory budgeting models.
Governor Sani urged the Assembly to give the Appropriation Bill accelerated passage, calling it a budget of renewal and resilience grounded in fiscal discipline and inclusive growth.
Responding to the presentation, Speaker Dahiru Liman praised the administration for reviving legacy development schemes and introducing new initiatives that benefit both rural and urban areas. He said the focus on underserved communities demonstrated the governor’s commitment to balanced growth.
Liman reaffirmed the Assembly’s support for the government’s development agenda, promising a thorough review of the proposal to ensure it reflects public priorities.
