The move follows the National Assembly’s assumption of legislative duties for Rivers State, declared under emergency rule by President Bola Tinubu on 18 March.

Deputy Speaker Benjamin Kalu presided over the consideration, based on a report from the House Ad-hoc Committee on the state’s appropriation.

A detailed breakdown shows that N256.4 billion is earmarked for personnel costs, N162.6 billion for overhead, and a significant N1.07 trillion for capital expenditure.

“This allocation reflects the urgency and scale of development required under the current emergency governance,” said a senior member of the committee.
