Speaking during the inauguration of the newly completed Permanent Secretaries’ Quarters at Elimgbu community in Obio-Akpor Local Government Area, Basiru praised Fubara for his commendable governance and project delivery, highlighting Rivers State as a leading example of APC’s people-oriented leadership.
“The entrance of Governor Fubara into the APC has made the South-South geopolitical zone the first zone to have all APC governors,” Basiru said.
“The party believes in tolerance, equity, and collective progress, symbolised by the broom, which represents unity.”
Basiru’s remarks appear to offer renewed political hope for Fubara, whose prospects for a second term had been questioned following a rift with former governor and current Minister of the Federal Capital Territory, Nyesom Wike.
Reports suggested a prior agreement would prevent Fubara from seeking re-election in 2027, but the APC national secretary’s statement positions the governor positively within the party.
Addressing the housing project, Basiru said, “You are not only providing accommodation for Permanent Secretaries but also giving hope to those joining the public service in Rivers State that one day they, too, can have befitting accommodation.”
He added that comfortable work environments reduce the risk of malpractice and enhance loyalty to the state.
Governor Fubara explained that the housing initiative is intended to boost productivity, improve the well-being of senior civil servants, and promote institutional stability.
He promised similar welfare projects for other categories of civil servants and directed the Head of Service to appoint a dedicated manager to ensure maintenance and sustainability.
Dr Didi Esther Walson-Jack, Head of the Civil Service of the Federation, who inaugurated the project, commended Fubara for prioritising staff welfare, noting that many senior civil servants nationwide lack official residences.
Dr Austin Ezekiel-Hart, Permanent Secretary in the Ministry of Works, provided technical details of the estate, which consists of 29 housing units including nine duplexes and 20 terrace buildings featuring modern amenities such as a water treatment plant, power generators, CCTV, alarm systems, gymnasium, recreational areas, and landscaped green spaces.
