Obasanjo’s message was conveyed in a letter read on his behalf by a representative, directed to Chief Emeka Anyaoku, the Summit Chairman.
He noted that while constitutional reforms are necessary, they will be meaningless without trustworthy and capable leadership.
He wrote that every constitution, no matter how well designed, depends on the integrity and competence of its operators.
He stressed that Nigeria’s problems persist due to selfish leadership and poor governance rather than structural or legal gaps.
