Kaduna Out-of-School Children Programme Secures $25.35m Boost from Kuwait

Kaduna Out-of-School Children Programme secures $25.35m Kuwait Fund loan as part of a $62.8m package to improve education access for 100,000 children

Kaduna Out-of-School Children Programme has received a significant financial lifeline, as the Federal Government secured a $25.35 million concessionary loan from the Kuwait Fund for Arab Economic Development to support education access in the state.

The facility forms part of a $62.8 million blended financing package, also involving the Islamic Development Bank, Global Partnership for Education, and others.

The ambitious initiative targets enrolling over 100,000 out-of-school children, particularly girls, internally displaced children, and those with disabilities.

Announced on Tuesday by the Federal Ministry of Finance, the programme—Reaching Out-of-School Children—will fund the construction of 102 climate-resilient schools, upgrade 170 learning centres, and improve teacher training across underserved areas in Kaduna State.

Finance Minister Wale Edun, represented by Dr. Doris Uzoka-Anite, described the programme as a milestone in social investment, underlining transparency and measurable outcomes. “Each dollar must yield visible progress,” he emphasized.

Governor Uba Sani confirmed Kaduna’s $1m counterpart funding and raised the state’s education allocation to 26% of the 2025 budget.

Describing the project as “an investment in hope,” Kuwait Fund’s Director-General, Dr. Wahid Al-Bahar, said its success hinges on better enrolment, learning outcomes, and community involvement.

Other partners include:

  • Islamic Development Bank – $10.5m loan
  • Global Partnership for Education – $15.45m grant
  • Education Above All Foundation – $10m grant
  • Save the Children International – $0.5m technical support

The Federal Ministry of Finance will oversee the programme’s accountability and reporting, ensuring sustainable impact across enrolment, training, and performance metrics.
