Speaking at a public lecture titled Good Governance and Democratic Dividends held at the Government House in Port Harcourt on Tuesday, Vice Admiral Ibok-Ete Ibas (retd.) said restoring order in the crisis-ridden state required firm leadership, consensus-building, and divine intervention.

He pointed to the successful conduct of the 30th August local government elections as a turning point.

The polls, he noted, not only reinstated democratic governance at the grassroots but also proved that Rivers people were determined to reclaim peace and progress.

“When we began this assignment on March 18, 2025, our core mandate was to restore peace and stability,” Ibas said.

“By the grace of God and with the cooperation of all stakeholders, we have come this far.”

The former naval chief acknowledged that though the state had been stabilised, “much remains to be done” and urged citizens to “build on the foundation already laid.”

Reflecting on the journey, Ibas described emergency rule as “a necessity,” prompted by insecurity, political paralysis, and eroded public trust.

“In hindsight, it offered enduring lessons: that peace is priceless; that without security, no aspiration is possible; and that where governance is weak, opportunism endangers lives,” he stated.

He praised the resilience of Rivers residents, calling them “steadfast and indomitable,” and urged political actors to prioritise reconciliation and inclusiveness as democratic governance returns.

“My role here is to offer sincere gratitude to my dear people of Rivers. I plead with you to place Rivers above personal ambition,” he added.

Earlier, Secretary to the State Government, Prof. Ibibia Worika, described the transition as “defining,” while Guest Lecturer, Prof. Abiodun Amuda-Kannike (SAN), said Rivers should serve as a model for other states grappling with governance crises.
